Created in 2006 by the Walloon government, in the framework of the « Marshall Plan », the ASE "Agence de stimulation économique" has got the mission to structure and coordinate a whole of tools and services, intended for the project-leaders and the companies directors in close collaboration with a network of operators.

Coordination of public operators

Several public operators are providing services to companies in Wallonia. This situation has created in some cases a lack of comprehension and sometimes a non-efficient use of public support. In order to rationalize, coordinate and integrate the services of support proposed, all operators have been brought together in six Local structures coordinated by the ASE "Agence de Stimulation économique".

The result is nowadays evident : concrete actions for companies leaders and business managers, developed by public operators are coordinated and reinforced in the different Walloon areas.


The Walloon programme to promote entrepreneurship

This programme is developed by the ASE "Agence de Stimulation économique" since 3 years to foster the development of behaviour that allows young people to set up an entrepreneurial spirit all along their life. In concrete terms, it is financing and accompanying about 15 basic actions, proposed to the 600 teaching establishments of Wallonia, trough a team of ambassadors. Some of these actions as "Cap'ten" et "Cré Active toi" have been recognized as "good practices" by the European Commission.

Besides this programme, an entrepreneurship Award "The Grand Prix Wallon de l'Entrepreunariat" is also organised every year to promote models to follow and spread good practices.


Financial helps and strategic intelligence

Two types of financial incentives are provided with a certain flexibility and reactivity to support entrepreneurship. On one side, "preactivity grants" are provided to business managers willing to start a new activity and on the other side, enterprises willing to develop innovative projects can benefit from specific financial support.

Next to these financial helps, the evolution of the entrepreneurship practices is followed closely and in this respect trainings on strategic intelligence have been organized with fields to help companies to manage information. Those trainings are designed to improve the information as optimum as possible in the enterprises, especially SME.


Walloon Portal of Enterprises

ASE drives the main Walloon Portal for Enterprises. This specific initiative is possible with all the collaboration of the concerned stakholders. This specific website will take a Portal form where all the entrepreneurship actors and projects managers could find and improve specific services and information as they expect.

Nouvelle mission pour l’Agence de Stimulation Economique

Lors de l’annonce des budgets 2011, le secteur de l’économie sociale s’était étonné de l’apparition d’une nouvelle ligne budgétaire de 600 000€. Si le courrier adressé au Ministre de l’Economie, Jean-Claude Marcourt, était resté sans réponse, un communiqué de presse, diffusé fin avril, lève un coin du voile. Il annonce une nouvelle mission pour l’Agence de Stimulation Economique (ASE). A savoir, la sélection et le soutien de projets structurants et construits sur des logiques de partenariat entre entreprises d’économie sociale, entreprises classiques, intercommunales de développement économiques, des centres de recherches, etc. Concrètement, les initiatives retenues devraient proposer des services aux entreprises pour favoriser les économies d’énergie, des services aux travailleurs qui permettent de mieux concilier vies professionnelle et privée, ou des projets industriels intégrés, innovants et respectueux de l’environnement. Le projet d’arrêté pour confier la mission en question a déjà été soumis au Gouvernement et approuvé en 1ère lecture. Le texte est maintenant soumis à la concertation et est entre les mains du Conseil Wallon de l’Economie Sociale (CWES), qui remettra un avis fin de ce mois [juin 2011].
